Clare HAL103 Electrical Safety Tester - AC/DC Hipot and DC Insulation Tester

The Clare HAL103 safety tester features all of the test facilities of the HAL101 but is additionally capable of conducting earth/ground bond tests. This allows an engineer to verify the integrity (continuity) of the protective bonding within an electrical appliance, which is intended to carry a large amount of current within the event of a prospective electrical fault.

The HAL103 is able to conduct the earth bond test at a current set between 0.1A to 40A and either set to output current continuously (up to 25A), or for a period of 60 seconds (30A or 40A). Pass and fail thresholds can also be programmed between 0-1500 milliohms in order to clearly indicate whether the resistance value is compliant or not.

The Clare HAL103 is suitable for laboratory use and for operation within quality-controlled environments such as assembly production lines. Comparable to the other Clare products within the HAL series, the user-friendly interface is displayed upon a large LCD panel whilst functioning the unit can be conducted in a variety of methods suitable for different test applications:

  • Manual testing using the buttons on the HAL103 facia
  • Test sequences can be programmed using the menu system
  • Test sequences can be printed in a barcode format using an optional printer and barcode scanner for quick, successive testing
  • Programmed using a simple command protocol program allowing for remote operation
  • The HAL103 can also be operated from within a PLC circuit

Clare Safety E-base software is available to purchase from the options above which will allow the Clare HAL103 to integrate into most ISO quality systems. The internal memory will store up to 6000 test results digitally which can be downloaded for traceability purposes complying with manufacturing guidelines.

EN50191 and CE Implications

EN 50191 is a workplace safety standard that complements the product specific international technical CE standards under which all electrical and electronics products must be designed and manufactured.

These technical standards relate to various electrical safety and performance factors ensuring electrical products are constructed in accordance with good engineering practice and will not pose a danger to users. Products must adhere to the requirements of all relevant product safety standards, if they are to meet the requirements to bear the CE mark.

Examples include the Low Voltage and the Machinery Directive. The Clare HAL series are designed to help manufacturers fulfil these obligations, whilst maximising productivity. Clare testers have applications in the laboratory for design verification and type approval testing and on the production line for functional and safety testing, as well as quality control and audit.

In all cases, the effective integration of the HAL103 with production line systems not only ensures vital regulatory compliance, but also significantly enhances productivity, product quality and litigation from electric shock.
