Seaward PowerGuard Pro 2 lets users create & manage Part P and 17th Edition Certificates: 

Seaward PowerGuard Pro 2 is a comprehensive software package and is ideal for creating test and inspection certificates. Capture and store test information then produce professional certificates in compliance with Part-P and 17th Edition Regulations. It allows you to print all BS 7671, BS 5839, BS 5266, and NICEIC certificates and reports onto plain or company headed paper and you can even add scanned signatures if required.
